My sun conure is so afraid of me! Yet she still flies onto my shoulder?

I own a sun conure which is about 9 years old now, and ever since a few years ago she's been getting so afraid of me, like she positively HATES me. She bites me all the time even when I'm trying to give her food or something. Funny thing is, sometimes when I bring her out, she'll waddle over to me and climb up to my shoulder completely voluntarily, although if she's on her perch outside she will be shivering and scream bloody murder if I get close to her. Any explanations on this and how to tame her maybe?
