A person in my halls of residence is using a small cctv camera to watch us all. Is this legal?

I don't believe you can film anyone without their permission. Unless it is a security system in a business. Someone done this in a ladies bathroom without anyone being aware and was heavily fined with the cameras removed. It may be wise if he checked in to the legal part of this.The issue would be different if it were inside his room.
